On dec 21st 2011, I purchased a cylinder head from "chucky" the owner of Westcoast auto parts in fontana ca..after receiving this email in response to my inquire:


Subsequently, I called mr morgan to verify the services offered in the above email as well as to confirm the price. He then sent me a paypal invoice for 336.06 which included shipping cost and cal taxes.

I paid the invoice via debit card and was promised that my head would be shipped out to me the following day.

I live in Crestline ca..which is a 45 min drive from Fontina. After several phone calls to get a tracking number.....I finally recieved my cylinder head 8 days later.

Upon opening my package..I was absolutely mortified as to the condition of the cylinder head.  It looked like someone taken a rag and simply wiped it off...stuck it in a flimsy box and shipped it off.


It was obvious to my mechanic who was present at the time of the delivery as well as myself..that the cylinder head had NOT BEEN RESURFACED AS PROMISED...there was residue and pieces of the old head gasket all over the head..and worse of all there was a BROKEN OFF EIGHT INCH VALVE COVER SCREW sticking out of its hole adjacent to the 4th cylinder.

I immediately took pictures with my phone  and called "chucky".    He argued that he never promised the head would be resurfaced..irregardless of the fact that i had his email stating that he would...he also argued that removing the broken screw should be no problem..all i needed was a drill and tapp.

I expressed to "chucky" that I was simply displeased with the condition of the head and wished to return it for a refund.... he said fine.

Much to my regret..on tuesday the 3rd of January 2012.I decided to simply drive to fontana and deliver the head in person rather than waiting for a pickup from Fed ex..because it was the week between xmas and new years(when head was delivered)..fed ex had limited services and could not guarantee a pick up until the 6th of january.

My mother and I drove to 13464 ivy ave, Fontana ca which is the listed address for Westcoast Auto Parts..much to our surprize...it was an apartment building and in the driveway were a couple of tires and the front end of a car covered with a tarp.

 I called "chucky" and told him were we where ...and he said 'oh yeah..thats just a place where we do our computer work..I'll be there in 10 or 15 min...

Chucky arrived in about 20 min in a white van. He pulled up next to us in the driveway. I opened the hatch on my mothers suv and took out the head....chucky helped me with the head over to the back of his van.  He opened the package and inspected the head....reiterating how easy it would have been to take out the large screw...etc...

I again asked him to simply refund my card the 336.06 and our business will be concluded....he said it would take 5 to 7 days for the refund to be put back on my card...

One week later I checked my balance on my debit card and no refund had been placed. I then contacted paypal to see if "chucky" had even initiated the refund process. Paypal informed me NOTHING HAD BEEN DONE.

I immediately called "chucky" and got the voicemail. i left him a message with regards to my refund status...  I also  emailed Chucky at westcoast auto parts email address stating I had not yet received my refund.

The next day I called paypal and opened a dispute...and claim.  Paypal informed me that 'chucky' of westcoast auto parts had 10 days to respond...an d if he did not...they would refund my money to my account automatically and the claim would be closed.

On the 9th day of the claim..."chucky finally responded to my email...simply asking me to call him. I recorded my call to chucky....He said in this recorded conversation that I didn't wait long enough for the refund and that he said 5 to seven business days....etc

In this recorded conversation.."chucky" said that if I would drop my claim with paypal against him...he would verify the next day that is was dropped...and would start the refund process....and that I would get my money sooner that way....cause i could always re-open the case if he didn't follow through.. I told him I would get back to him on that.

I then called paypal and informed them of what 'chucky" told me ...and they strongly advised me not to have anymore contact with Charles Morgan a.k.a "chucky"...and that he had not yet  responded to the 3 emails  paypal sends to the seller during this 10 day period.and if I elected to close the claim..on my own accord..it could NOT BE RE OPENED....

I took Paypals advice and decided not to close the case...and left things as they were cause I only had one more day.

On the 20th of january..I expected to get an email from Paypal stating that the case was closed and that my refund of 336.06 was forth with..

Instead I get an email from Paypal stating that my case was under review and i would be notified of the decision. I immediately called Paypal for an explanation of their email.

I was then horrified to find out That "chucky" waited to the last day to file his report AND OUTRIGHT LIES TO PAYPAL STATING HE NEVER RECEIVED THE HEAD BACK FROM ME!

Anyway..thats were the case stands now...I have submitted all evidence to paypal...including copies of our recorded conversations...and i am hoping for the best. I will not give up...even if I have to go to small claims ..I'm going to get my refund from "chucky" of westcoast auto parts..one way or another...he is going to pay.

 I ordered another cylinder head from a respected auto parts company that specialize in remanufactured cylinder heads as well as new.
