The timing belt is internal, at the front of the engine, meaning it is NOT a belt you can see. To get to the timing belt, the mechanic must remove the water pump and other associated parts. STANDARD PROCEDURE for properly replacing a timing belt is to ALSO replace the water pump since it is already off the car as well as replacing the pulleys, tensioner and front seals. You never put a new timing belt on old pulleys and a tensioner. Since they are already accessable with the old timing belt off, they get replaced too. A good mechanic will do it exactly that way. A schlock operation will only replace the belt. The price however is usually a bit lower than $1400+! Generally speaking, a timing belt job is $800-$1000.
NO RIP OFF HERE -- Mechanic quoted the price of doing the job correctly. Complainer did not understand the nature of the service.
