We installed a 16 seer heat pump year and a half ago and our power usage was cut by about half.
TXU/Oncor installed the new smart meter last month and our usage instantly tripled.....

Do they expect me to believe they have been under charging me all these years??

If you think your meter is incorrect you can contact the utility to check it.  If you don't trust the utility you can call a certified electrician to test it.  If you don't want to put that money out for an electrician right away then you can do a couple of self tests first.

To test first of all cut all of the breaker on your house.  Your meter should then stop.  If it is still going you either have an "electrical leak", someone is hijacking your power, or you do have a defective meter. In which case you should contact the electrician.

If that passes then turn on one breaker that has nothing plugged into any of the outlets(the meter should still be reading zero usage).  The one for your refrigerator may be a good choice for the next step.  You can pick up a meter at your local home improvement store that measures usage for one appliance(a brand name is Kill-A-Watt, but there are others).  Once plugged in, since that is the only thing on in your entire house that meter and the main meter should be reading the same usage(within a very small percentage).

If they match then yes it is very possible that you have been undercharged and should probably consider yourself very lucky.    Now, if they are dramatically different you may have a case, and it may be to your advantage to have an electrician confirm your findings(if you haven't), and then the utility to see if they will switch your meter.  If that falls through then take what you have and contact a lawyer on your own.
