Sellers beware. I sold an item in Italy and I have it stated in two different places on my listing that Seller not responcible for lost or damaged item's if insurance is not purchased. Buyer refused insurance. Return policy was 7 days. Buyer contacts me about three weeks after item was sent and states she never received item. Sent First Class (per Buyer request) no tracking number. I thought you tracked package over sea's with Customs Label (I was worng). Any ways about two months after the item shipped buyer contacts me and say's she received item broken. I contact post office and was told the there wasn't anything they could do cause they had no way of traking the item and no insurance was purchased. I contact buyer and informed her. She files dispute with pay pal and sent photo's. In the photo's she sent (and this was pointed out to me but the post office) show that the item was broken, and only hafe of the packing material, BUT the box it was shipped in was not. I contacted Pay Pal and EBay and informed them on this fact and or the statement I have on all my listing about insurance. EBay I ahve heard NOTHING from and Pay Pal refunded the full amount to buyer and have put my account in a minus balance. I contacted my bank and have stopped any transactions from Pay Pal. I have sent other items packaged the same way with no problems. I alway mark items with FRIGALE in 1 inch red letters. I as a seller did everything I could to get the item there in one piece. Mainly if there is not insurance purchased. Why when it was stated and the buyer KNEW that it was stated about the insurace why Pay Pal refunded the money. It seems that this buyer has made tow buys from sellers (me and another) and with the other seller she stated she never received item and seller refunded her money back. I will never do business with Pay Pal again.
So to all sellers it does not mater what you have stated on you item page or policies, Pal Pay will refund and Ebay just don't care, they don't even bother to contact you back.

The best thing you can do is to not sell overseas. International transactions have diffrent rules than US regulations. Block international transactions with paypal to avoid the pitfalls of buyer protection; you can accept international money orders without any problems unless your bank will not cash them.

Pay Pal is a good company partnered with ebay to transfer money to consumers who do not have a merchants account. Their services are good overall, I do not always agree with them; Pay Pal is usually compliant with the money transaction laws.

The chargeback you experienced is unfortunite and you can contest the actions of Pay Pal with the 'Banking Comission' in your state. In Florida, write a formal complaint to:

Make sure to explain the buyer refused to purchase insurance, pay priority mail fees, and the buyer was aware that insurance was offered. Once the item was placed into the duty of the mail service your responsibility is complete.

This usually works if ther is an unjust chargeback or the item you purchased was never delivered. Good Luck!
