PPL Electric Utilities I am living off the grid in my house. I tried twice to sign up with a lower rate was locked into it, according to the telephone call i made but later on said i did not switch to the lower rate i was quoted a price of around 0.85 Allentown Pennsylvania

I have been living off the grid in my house which litteraly i shut down my heat and hot water by the breaker.  I have no porch light cause we are responsible for the bill and it is pitch black at my complex.  You can fall and kill yourself cause there is no lighting but the lighting that you have to pay for from your house if you want to see how to get to your front door. Myself and my neighbors depend on the tenants lights to see coming up the walkway and into your front door.  You have no switch to turn this light on or off so i just dont have one in the socket period.  My bill is on average of 200.00 month and im just one person living here. when i go out to work i shut every thing down and my w/d i shout down by the breaker.  if i get cold i light candles when i want to take a shower i turn the heat and hotwater breaker off.  if the water runs cold i just suffer.  My heat stays on off through the honeywell thermostat.  I have called PPL numerouse times and all they do is put you through some education something and they are totally useless.  I have video of my meter, i have proof of the electricity im using cause i record everything in the house from security camera and it shows how I am gone from weeks and nothing is running in my house but the refirgerator,  Right now i have this laptop im typing on , and the internet and one tv plug in the socket besides the stove and refrigerator.  I am just trying to hold on until i move out.  And i have all the records (recordings) of how i shut down everything, even when i leave out to work,  Please help me or connect me to a lawyer or someone who can help me.  I cannot be the only one going through this?? i shut my utilities off by the power breaker in my house and right now i received my bill for DEC. and its 208.42.  with me doing all of this???
