I signed up for lifeline service through Budget mobile at a booth outside the Welfare office in Stockton CA.

The screen on the phone froze after the first month.  I found the customer service # on line. 888.777.4007.   I called them and pressed the # for techinical support.  I told the customer service rep that the screen was frozen on the phone.  She pretended that I was having another conversation with her about signing up a friend.  "You want to sign up a friend?"  I said No why would I when my phone is broken.  "You give me friends name."  I said I want to talk to a supervisor.  "Ok you have friends information?"

Next I went on line and filed a complaint.  Then I found out Budget was opening a store in Stockton.  I thought I will just go down to the store.  At the store they told me that yes the phone was defective and to come back the next day.  When I went back the brand new store was "closed for inventory". 

I went back to the booth where I got the phone.  They said we can't help you with phone problems.  You have to contact Budget.  I said when will the store re-open?.  It isn't going to. 

I had an old pay as you go T mobile phone.  I took the SIM card out of the Budget phone and used it in the old one.  I knew that phone wasn't going to hold up too long.  I NEEDED a phone that would work.

I spent a month dealing with a person named Rey Allen.  She kept asking for the same information that I provided over and over ad nausem.  She didn't answer any of the questions that I asked her even though I kept providing her with the information she asked me for.  Finally she told me that a new phone was being sent out to an address that I have never lived at.  This was especially stupid because she had asked me several times for my address so she could verify my account.  When I asked why a phone would be sent out to a place I never lived she sent me a screen shot of my account info.  Then she said that since I couldn't verify that information as being correct she could no longer help me.

The person who entered my information at the booth entered almost ALL of it incorrectly.  This was no accident.  There were no other people at the booth signing up.  I ran into another Budget booth in a different location.  I thought maybe I can talk them into letting me switch the phone out.  This gentleman was signing up people to get phones through the mail.  He was telling them that they might get an iPhone...ha ha.  He did look up my account and tell me that a new phone was sent out to a homeless shelter on 08/05/15.  This is when my phone service was cut off.  The old phone that I put the SIM card in died but a friend gave me another T mobile phone to use.  It says there is no service available.  He told me that it showed I was still getting phone service and that it took 7-10 days after the phone was mailed for it to arrive.

The last time I checked the Shelter was today and still no phone.  The lady there told me that even though they tell people 2 weeks it is more like 6 weeks.  I asked if they could just email me when the phone arrived.  No that would be treating me special. 

These people are still getting paid for providing this service and I have no working phone.  At this point I will find another life line service provider and just switch over.  These people are total scammers.

I wanted to clarify (my second response) LIFE WIRELESS is a legitimate wonderful alternative to Budget Wireless....I am in my 2nd month with this phone and it works great.  They offer 2 plans in California.

1. First Plan

1250 Talk/Text  Talk: 1 minute=1 minute :-)/Text: 3 texts =1 minute 250 MBs of Free data & 250 Free MMs

2. Second Plan

Unlimited Talk & Text ... NO Data...NO MMS (Picture Messaging)

Also this phone service does not allow you to received voice blasts (electronic messages sent out to groups of people)

Budget gets paid for providing the phone service.

I have not always been a low income person who qualified for these type of phones.

Many people that do are disabled and can be very critical for them to have a working phone in times of emergency.  They deserve to have phones that work.

YES IT IS A RIPOFF if someone is getting PAID for services they do NOT provide and are giving out defective merchandise.  These companies are getting paid for each person they give a phone to.  When the phone won't work and they can't cancel with these companies...they continue with the scam.

I also reported this because many people complain that those receiving free phones are scamming the system and getting more than 1 phone.  The truth is some people do this because they have a broken phone that they can't get anyone to replace & the company refuses to delete them as someone they are providing service to.

The truth is that people who sign others up get paid per phone.  Many of them LIE about what will be provided.  They enter false information and then someone ends up with a phone that doesn't work and they cannot get the issue resolved.

After 60 days in Calfornia a person is able to switch to a different company.  I switched to Life Wireless which is backed by AT&T.  I received a BLU phone. This is the 3rd company I have dealt with to try to have a working phone. 

The first company (Assurance) lied about the phone I would be recieving.  I found out and cancelled service the same day.  I spent 45 minutes talking to their company, including a supervisor who assured me everything was cancelled and I could go with another company.  6 weeks later a tiny plastic flip phone came in the mail anyway.

When I found out I could choose a new company, I looked for a company that had quality phones (that wouldn't break after 1 month).  A few of those promised me all kinds of things.  I looked them up to confirm.  Most of them were lying.  One of the clues was that they refused to give me any contact information to be able to find them after I checked out the company and what they were promising.

Then I saw the Life booth.  The gentleman had laminated copies outlining the phone information and contracts. He also was willing to give me his email info so I could find out where he was set up at after I researched it.

I have commented about this other places and received responses from people who said the junk phone is just sitting in a drawer somewhere now out of service.  Meanwhile the company is still collecting $$ for providing them service.  That is a RIPOFF.

I created this report primarily to HELP other people who are low income and NEED a reliable phone so that wouldn't have to go through what I did.
