Citibank They won't let us pay the second lien holder the $2,300 and continue the sale process, Internet

My husband and I fell in love with a home. It was a short sale. The problem is the sellers first lien holder is Citibank. Citibank decided the second lien holder should receive $3000, the second lien holder wants around $2300 more. We as the buyer offered to pay it. Now we have been told that Citibank for an unknown reason won't allow us to purchse our home because they don't want the second lien holder to receive the $2300 even if it doesn't come out of their pocket.

We even offered to pay the entire $5300 which was refused. After 2 months, of waiting and negotiating in good faith we have been told that it is "not going to happen." We will not be able to purchase and move into a home that we already are starting to love. At least I could understand Scrooge's love of money. But this is not about money. I want to understand how we as viable home purchasers can't purchase our anticipated home now because of less than $2,300.
