My complaint is in reference to eBay.com using a 21 day hold on PayPal funds Coercion tactic in an effort to force sellers to use eBay's Print Label and Postage Payment service. 

I've been a member of eBay since Feb. 1999 and have a 100% Positive rating with over 40 transactions successfully completed.  Suddenly PayPal (which is owne by eBay) tells me that they are going to hold my funds for 21 days before they will release them to me. 

So I just sold my Samsung Galaxy S3 to a buyer on ebay, they immediately paid, I went to check on the funds and noticed that i'm being coerced to use eBay's printing label and paid postage or have my funds held for 21 days.  I have supporting documentation and PDF printouts showing how they try to force you to use their services or wait 21 days to get your money. 

So i'm expected to ship my phone to someone i've never met and wait and hope that they don't complain about a phone that they clearly saw pictures of on the ebay listing and was fully described what the condition is and if they do complain within 21 days I don't receive my money from PayPal...? 

But mysteriously if I use their Print Label and Paid Postage service I get my money sooner (within 3 days of the shipment arriving)?  First off, the rules they specify for their reason to hold funds for 21 days do not apply to me. 

Their rules (which do not apply to me) are:

  1. It’s been 90 days or less since your first successful sale on eBay, or
  2. You’ve made 25 or fewer sales transactions on eBay, or
  3. You’ve sold $250 or less on eBay; 

AGAIN, I have 60 successful transactions with a 100% Positive rating and have been a member since 1999 and have $1,000's of dollars transacted between these 60 sales and purchases. 

It is my sincere belief that eBay and PayPal are using this coercion tactic to force sellers to use their Print Label and Postage Purchase program in an effort to make more money off of sellers. 

NEVER before have I had to wait 21 days to get my funds from prior sales.  Apparently this is a new gimmick they recently introduced.  It is an unfair trade practice especially since PayPal earns interest on my money for 21 days until they decide to fund me.  So eBay.com makes money on the sale of the listing, PayPal makes money on the actual transaction processing and then makes interest for 21 days on my money! 

How can this be fair and legal?  How many millions of transactions are they skimming off of in this way all in an effort to line their own pockets?  I’ve also filed a complaint with the Federal Trade Commission to bring their coercion practices in to question.
