i applied for a $5000 loan and i got a call from ING financial said i was approved for the loan for property or cash collateral of $780 and and 5 days to secure loan....i didn't have it...but i got it and they wanted to send western union...i didn't want to but ing does have a partnership with WU....they have a automated  phone service..sounds legit...a little rude but sounded good...contract looks legit as well...all the right agreements....

they said the loan should be in by 3 and never showed up so called back and insured me that it was and to wait till today and its still not there...in the contract it says i will get $5000 for a $780 deposit that i will get back in 3 months if i am in good standing....today is sat...so they may not be working today but still the loan is not there...im thinking it is too good to be true cause i couldnt find anything on anybody else who has been ripped off by them until about an hour ago...so this could be real or a brand new scam....they said they were based in ontario and philly PA....WU to Kevin Mckenna..

It is neither real or a brand new scam

This scam(and variations of it) have been going on for decades.  The only thing that changes is the name of the company that is supposedly giving you the loan.

What you fell for is known as the Advanced Loan Fee Scam.  It is actually illegal for any company to ask for money(insurance..guarantee...etc) in order to obtain a loan.  Any legitimate loan would deduct that amount from the amount you borrowed.

Unfortunately, nothing this person gave you is real.  Any phone number you have is to a throw away cell phone that was paid for with cash.  They use anonymous free s e-mail addresses.  If they gave you an address you would find it is probably to a vacant lot or abandoned building.  If they happen to give you a real address it would be to a company that has nothing to do with this.  Oh and the biggest thing..they are not even in the US.

What would most likely happen is that if you are able to reach them on Monday, they will give you some story about how your credit was worse than they thought.  So what they need is you to send them another few hundred dollars so they could obtain a new loan(and probably for a higher amount).  They will keep this going until you basically wise up and stop sending them money.  If you ask for your money back..they will tell you that it will take them 2-3 weeks to get it back to you..of course it will never come.  Eventually their numbers will go unanswered and/or get disconnected.  Which basically tells you they have moved on to the next set of victims.
