N1 Wireless sold me cell phone that is cracked instead of unlocked Brooklyn New York

My wife ordered a iPhone 8 from this company which was unlocked so she could put her sim card in it.

They delivered the phone but it has a hardware cracking card in the phone which fools the phone into accepting a sim card.

This was not what was ordered.

They will not answer the phone and finally answered an email after a week stating there is not sufficient time to get the phone back to receive a refund.

They stated they will charge 15% restocking fee if they did.

Their return address is a PO box so there is no security that they actually receive any returns.  *I read where others sent back a return and was told that it never arrived (Fedex or UPS refuse to deliver to PO boxes for this reason).  

I have called my credit card company to see if there is something they can do to help in this case.

The issue is pending.

I do not want others to fall victim to this kind of scam.
