This is almost certainly a scam. Fake debt collectors somehow get personal information and try to intimidate people into paying money that they do not owe. You can read more about the problem in thsi article that I've written: blog.chs-law.com/2009/11/beware-of-phony-payday-loan-debt.html

A collections agency cannot arrest you for having a debt that was not paid. A bank cannot arrest you for a loan that has gone bad. You cannot be arrested for simply having debt that you cannot pay, unless it is money owed to the IRS and the IRS must be able to prove that you cheated on your income tax return.
There are millions of people all over America who cannot pay their past debts and these debts are being purchased by collections agencies and law firms for pennies on the dollar. Most of these debts are purchased for around 5% of the total. Then the collections agency or law firm will attempt to retrieve as much as possible, including their legal fees. It's a booming business in America.
You can 'Google' this- ROLLING JUBILEE, and go to that site in order to see that approximately 15% of Americans are currently being pursued by a debt collector (collections agency/law firm).
