These reports sound like the one I just sent to the BBB about these criminals. To make a long story short, they bought an unverified "old" debt of mine. From 1988. In January of 2006 I got two dunning phone calls from them. They were rude and vulgar. I sent a letter to the "manager" with some advice for them. I never heard back, but on December 11, 2007 they wrote my "debt" off and mailed me a 1099-C form on January 31, 2008. Those b*****ds held this fictitious debt for almost two years waiting for the bankruptcy laws to change so they could write off a debt that never existed in the first place. And I get stuck. For now. The BBB has my complaint and this week complaints against them are going to the Virginia AG's office and the FTC as well as a small claims suit against them for three times the value of the 1099-C.

My "debt" from 1986 was reported on a 2007 Form 1099-C that also says the debt was "canceled" on 12/11/2007. Those rats must have been busy that day. I do not think it is a bluff. I think they actually reported these amounts as income to IRS. We have a choice:
1. Don't report it on your tax return and wait for IRS to see your income doesn't match to what was reported and be assessed fines, penalties and interest, or
2. Report it on our tax returns and pay tax on it, then continue to fight PRA and if it is resolved, file an amended tax return.
Personally, I'm not comfortable with 1. I can't live with the downside.
Why would a company file an IRS form as a "bluff"?
