I was with Qwest for several years at my former residence just outside of Seattle.
I bought a place in Seattle which needed some fixing, so I sold my condo and rented an apartment for 3 months as I was painting and fixing up my new home to be.

When I moved to the apartment, I stayed with Qwest because I was with them at the place I moved from (although the service sucked, I needed something for a couple of months. But those are other stories). The condo I was fixing up had Comcast, and I intended to switch to Comcast when I moved in.

Unbeknownst to me, I ended up getting saddled with a 2-year contract with Qwest. I NEVER AGREED TO IT AND WOULD HAVE NEVER AGREED TO IT. I was going to be switching to Comcast when I moved into my new place.

You know what the kicker is? I looked at the fine print on my bill and they EXTENDED MY CONTRACT BY 5 MONTHS! I DID NOT AGREE TO THIS EITHER!!!

So, it sounded like you were on a 2 year contract already and the promotion quoted by the representative for the new location required a contract. It very well may be the new contract wasn't disclosed as well as you would have preferred, but contract termination fees are not prorated. So if it was truely that you already had an existing contract and it was just extended, the penalty for breaking it isn't any greater or less, but you may have gotten some extra bill discounts as you normally would when extending a contract.

If you were to look at the 4th page of your bill for "Customer subscription discounts," it will show your monthly discounts by entering into a contract. What a Qwest employee looks at, if they are convinced that the contract was not negotiated properly is those discounts. 80% of the time the discounts received because of the contract, outweigh the termination fee. That's why there's not much room to budge on contracts, but on the bright side, you most likely saved money by being on a contract even if you do cancel.

The most important column to look at on the bill for account disclosures is the "savings" tab. That will include all disclosures around negotiated terms.
