Here are the facts that would hold up in a small claims court:
 
- On 12/24/15 there was a balance of $50.37 remaining on the card and this card was in my possession in San Diego, CA
- On 12/28/15 someone at the Brookhurst Target in Garden Grove spent the remaining $50.37 of said gift card
- On 12/28/15 I and my gift card spent the entire day in San Diego, California. Ten witnesses can substantiate my presence in San Diego throughout the entire day, as well as the gift card's
- On 12/29/15 after finding out that the balance of the card had been depleted and calling customer service I was informed that no gift card can be used for an in-store purchase unless the actual physical card is present
- Again, said card never left my possession over this week-long span, nor did I leave San Diego during this time
- Only Target employees have access and means of creating physical gift cards, like the one that was in my purse and apparently the fraudulent one that was created and used in Garden Grove. 
 
Here are the three possible conclusions:
 
1. A Target employee stole my gift card number and then fraudulently created a copy gift card which he or she then used in Garden Grove CA
2. Target's security systems are penetrable and have been hacked, again, and customers are no longer safe to shop at Target, again.
3. Somebody broke into my house without me knowing and stole my Target gift card, leaving behind all of my credit cards, cash and other gift cards. Then subsequently drove two hours to the north to purchase $50 worth of iTunes gift cards. This determined thief then drove the full two hours back just so that he or she could again break into my house to replace the depleted card, again leaving behind my credit cards, cash and gift cards. 
 
Which do you think a small claims court judge would believe? There is nothing more that I could have done to protect my card from theft, thus the problem lies with you and if you try to tell me one more time, "I'm sorry there is nothing we can do. We treat gift cards as cash and there is no way of tracing who spent them" then you are saying in a very real sense, because actions speak louder than words "no customer is safe to own Target gift cards because they are vulnerable to employee fraud and/or weaknesses in our security systems, and we do not care about customers enough to resolve such instances where we are the guilty party."

The exact same fraudulent gift card theft happened to me. It also occurred at the same Brookhurst St. Target store in LA. I'm located in San Jose, CA. I contacted Target and informed them my account has been compromised and a gift card has been used in a store 400 miles from where I live. I can honestly say, they offered no way to get the funds back or even advice on what I should do next. It was only a $10 gift card so I wasn't too upset. But very surprised at how little they care about this type of customer complaint. I asked them to close my target.com account right there and will never trust Target to protect personal customer data.
