Yes, I had the same thing happen to me. On my June 15, 2005 SBC SNET bill, I received the charge:
1 May 19 USF Carrier Administrative Fee 1.65

I never used their service. Since I have been "crammed", I contacted both their customer service (OAN) - the one that I was advised to call - and the FTC. I am now waiting for a response. I will keep everyone posted.

On 6/24/2005, I contacted the company to have the charges removed. They stated that they are sending a credit for the charges on the phone bill; and that it will take two billing cycles (months) for the refund to appear on the bill. I asked for it in writing. I am waiting at this point.
