Scammer charged in all-bull dog sales

A heartless scam artist who bilked 11 would-be puppy owners of $11,000 was charged yesterday with grand larceny and other offenses, authorities said.
Victor Chemerisov, 22, lured customers through his Web site, Puppy Room Kennel, told them to wire him money for beautiful bulldog pups and then failed to deliver them, authorities said.

The Russian immigrant could face further charges that he gave 26 other customers sick puppies instead of the promised offspring of American Kennel Club champions, raking in another $20,000.

Chemerisov's alleged misdeeds were the subject of a report a year ago on Arnold Diaz's "Shame on You" segment on WCBS-TV.

At that time, two customers contended that Chemerisov gave them sick puppies from Russia instead of purebreds he pledged were raised at kennels in Rhode Island.

The Brooklyn district attorney's office and the NYPD computer crimes unit discovered that Chemerisov also allegedly promised customers - via E-mail and phone - that he would ship them purebred French or English bulldog pups on Delta Airlines if they wired him money through Western Union.

He never sent them anything, authorities said.

Video cameras at two Western Union Pay-A-Matic locations in Brighton Beach caught Chemerisov collecting the money, law enforcement sources said.

Chemerisov was expected to be indicted on 11 counts of grand larceny, one count of scheming to defraud and four counts of petty larceny in the transactions, the sources said.
