Concepts Credit Cards ripoff took 279.00 out of my account promise to get 2 cards worth 5000.00 limit within 20 days its been 30 days Internet

i signed up on internet to get some credit cards, they called me and said i would be able to get them but i had to pay a one time fee of 279.00. they would ship them within 20 days of recieveing the money by ups. i've called them up 3 times all you get is your call will be answered within 24 hours and they never call back. they said i,d have a master card,and a visa card with a limit of 5000.00 on each card.
