D 4 You Web Design 4 months and this company failed to deliver the owner has more clients than he can handle internet

I hired Ryan in October and was told my site would be ready by December.  At the end of January it still was not completed.  I asked for a refund because a third party was working on my site. He only communicates via email which is very unprofessional. A period of 3 weeks went by and I never heard any thing about my project.  I later found out he had over 400 clients. He told me he would complete it himself after such a long display and he refused to give me a refund because 70% of the work was done.  Yet a foreigner who barely could write in english was still communicating with me.  He is not honorable and should be avoided. He does not have the best interests of a customer at heart.
