dissone online-h store dissone online-h store accepted payment but haven't received product won't refund money Internet

I ordered a purse and wallet from this site. They sent me email confirmation of my order with the tracking number. I went on the tracking site several times and it showing Shanghai and transporting. My order was placed on March 19 and I still haven't received my order. I contacted customer service they stated it take up to 15 days to receive my order well its been 30 days.I asked tgem to cancel my order and they stated they couldn't.I also requested a refund which was denied and I was told I had to wait on my order. Either the less they Charged me for express shipping . I've reached out to them to resolve my concerns and haven't gotten anywhere wuth customer service.
