He believes it is his God Given right to be there. It is not. He has been arrested repeatedly for blocking the sidewalk and being rude to tourists. Don’t give him your contact information as he will harass you constantly. At night, he is harassing tourists on Times Square. He hands them free tickets to Off Broadway shows but then demands money. A real abusive and annoying headcase.
