RDS Claim Services - John Davis 3rd prize winner notification Skokie Illinois

My 17 yr old daughter received this notification with a check for 3,081.75 from Ameriprise Financial Center with instruction to call first to validate claim. The name and info matches other fraud alerts but not the phopne number. I called late at night and got a message that "the client is unavailable" The envelope alerted me as it had french writing and a canadian looking stamp but was suposedly from IL. The check was dated 2 days later than the letter and above all the recipient is a minor who recently had debit card fraud occur.
