Your report seems to be missing a few details, but if I read it correctly, this company and/or individual threatened to have you arrested over a debt? Don't let him intimidate you. You CANNOT be put in jail over a debt. Debts are stricly a civil matter. Furthermore, do not fax, email etc any kind of apology letter as this might be construed as acknowledgment that you owe the money. Even if you do, it would be smart to demand proof of the debt they say they owe you. You do have a right to have the debt validated. Sorry I can't help much more but there are people here who can explain the process better than me. Bottom line: I won't pay a penny to anyone until I get PROPER documentation and communication from them. The second they make threats, refused to provide documentation to me etc is the second I refuse to work with them.

You might want to go to the Federal Trade Commision website. The rules for the collection of debt are posted there.

Good luck! Don't let them scare you!
