If you paid the deposit by credit card, call the card company and file a dispute of the charges. They did not fulfill the contract and should not keep the money.

If you paid in some other way, write letters tot eh BBB, the Federal Motor Carrier Safety Administration, and to the FL Attorney General's Economic Crimes Division.
