So a guy named Michael Williams (Asian) Had me upload $260 dollars to green dot money pak to pay a fee for having low credit but before this he said my credit didn't matter so i uploaded the money gave him the code from the money pak. he kept giving me different time limits to call me back. i had to keep calling him and it went from me talking to him to soneone else who told me dat my credit was to low to deposit my loan and gave me the run around about my refund

You got scammed. First rule in life, if it looks too good to be true then it probably isnt true. No reputable lending company will EVER ask for money up front. Thats WHY they wanted you to put it on a greendot card. They also use Western Union. As both are pretty much untracable.
You need to file a police report. Then NEVER fall for that type of scam again. The internet is used for more then dirty pictures. There is a wealth of information available to you. If something doesnt sound right to you then check them out online.
Greendot will not be giving you a refund.
