My son attended Wyotech and completed the required courseware. In order to graduate, all students were given a 200 multiple choice test the day before "graduation day". If you failed this exam, you did not graduate the next day. However, they took our student loan money to pay for all the required courses. I'm curious of how many students out there experienced the same thing.

To graduate from WyoTech, a student must complete each course in his or her program with a 70% or better grade average. The average is comprised of a classroom, shop, final exam and attendance grade.
At the end of every course, all students take a written final exam. If a student's course grade is at or below 70%, and he or she scores a 70% or below on the exam, it could negatively affect the students overall grade average enough to fail a course.
If a student is at the end of their program, as it sounds like in your son's case, then all tuition would have been earned and due as I assume he was scheduled to graduate. Since he failed the final exam, he was not able to graduate.
The fact of the matter is that your son can retake the course that was failed, one time, for no additional tuition charge. That is a benefit and definitely not a rip-off.
I would encourage you to contact the President at the WyoTech West Sacramento Campus and discuss your son's situation and possible solutions.
