Xicom does a lot of business on elance but WATCH OUT! They are very slick and will set the DUE DATE of ALL milestones to a date well before to the start of the project. They do this to scam new elance users because you have NO recourse with elance just 30 days after the final milestone. We worked with Xicom for a full YEAR before we caught onto the scam. We quickly fired them, but elance will do nothing. We are now out $13,000.
Xicom will scam you, over bill you, and will leave you with an incomplete project. If that's what you want, GOOD LUCK! I would avoid Xicom at ALL COSTS!!!

It's really unfortunate the client wasn't satisfied with the results however, an independent arbitrator from net-ARB (www.net-ARB.com) has reviewed this case and ruled his decision in favor of Xicom.
Enclosed below is the final award statement, which proves that Xicom had not cheated this buyer on Elance therefore, this complaint is invalid.

Explanation to the Parties:
I find that (1) Mr. Miller was not cheated by Xicom, and (2) Mr. Miller genuinely thinks he was.
The evidence shows that most functions seem to work. Any issues pointed out by Mr. Miller were quickly explained by Xicom as being configuration issues and clear instructions given by Xicom about how to produce the desired result. I assume those instructions were correct since Mr. Miller did not report back saying they were not.
Mr. Miller suggests Xicom sabotaged the software delivery, or that they did all this work afterward in order to win in arbitration.
Sabotage seems unlikely for a number of reasons and there is not a shred of evidence to support it. As for doing the work afterward that they failed to complete beforehand just for arbitration, we hear that allegation a lot in arbitrations but speaking from years of software development experience myself, it is nearly impossible to pull that off, especially when there is no longer any input from the customer. If a provider understood the job that well, there would never have been a problem to begin with.
We will never be certain what happened at final delivery, but it likely involved a mix of bad files, poor communication, and as we witnessed here, Mr. Miller's unfamiliarity with the system along with an insufficient and sometimes erroneous understanding of programming and programming issues. As examples -
*** Broken links are a common problem when launching a new site, particularly on a new third-party server. They are easily found and easily fixed.
*** Mr. Miller complained at one point that two web pages Xicom provided links to with .php extensions had no actual php code, when it is impossible to know that at the client side since php is resolved by the server and only the html output is transmitted over the internet.
*** Having the "'Country" selection come up 'United States' by default is a very small issue from a software point of view, not a major one as Mr. Miller stated. It can be found and fixed in about 5 minutes by any professional programmer.
I am going to rule for Xicom. The Final Award section of this decision will be forwarded to Elance.

Chris and his company Promopunch is a fraud client who wants to ripoff good companies like Xicom with false statements.
We worked free for him to keep him satisfied for almost one year. We tried to communicate each an every thing in a very structured manner but still he was unable to understand anything technically. He continuously changed the project scope multiple number of times and still we implemented everything he wanted until it really got frustrating for us because we were not getting anything paid for our hardwork.
This was an hourly rate assignment for fixed number of manhour services. We offered more services, than the actual commitment made to the buyer but still he demanded us to work further for free so, our management decided not to continue further relationship with this buyer. Hence, it was Xicom who kicked him off not him.
Xicom is a top rated service provider on Elance with over $3 Million in earnings and more than 250 satisfied clients and 5 star feedbacks. Over 250 100% satisfied clients cannot be wrong for anyone to judge a company professionalism.
