I am currently designing the official website for the business Aneu. Unfortunately the domain name is currently owned by a gentleman named Nidal Elkadri. I requested the domain but he is asking for $5000 for ownership. I have since asked for a more negotiable price but have not heard a reply yet. I want to be certain this is not some sort of scam.

If he owns the domain name, he can charge whatever he likes to sell it to you. A lot of people make their fortunes buying up domain names to resell them for a profit.
