I'm not saying I don't owe money for a past debt, but I did write them a letter saying what amount I can pay per month towards the debt. So far I have made three payments, yet I STILL get calls saying, "it's very important that you contact us." etc. I am paying, so how can I get these guys off my butt?

You screwed up
NEVER EVER make payment arrangements with a third party debt collector!
You can stop paying them but it will show up on your credit reports as a valid debt
Paying them only validates the debt
Next time research before paying any third party scum bag collection agency

You do have rights. Send a registered letter to this company, be sure to include your account number. You must request in writing that the company no longer call you or any of your family or friends. Be sure to send this via registered mail with a delivery confirmation.

Once they receive your letter they may only contact you 1 more time to confirm receipt of the letter.

Do an internet search for "fair debt collection practices". There is a Department of Commerce website that gives more information and gives sample wording for a letter and also explains your rights.

call the phone company about having a block on thier #s

I would call the phone company about putting a block on thier #s so they cannot call you. You do not have to talk to them .
