Not too long ago, a deaf man stopped by to this store and stated himself
that he is deaf and showing about Deaf Education Commutations, and they
have refused to read it and/or refused to commutation with a deaf man,
or both, and it is considered violation of Federal law, American With Disabilities Acts of 1990. We
have made few contacts and this store has refused to solve this severe
issues.

What duh hell do you mean by Commutations? Clients????? Can you possibly be a, heaven forbid, lawyer???? Who can't right a simple paragraph in proper English and context? Instead of going after this poor restaurant, who will probably get sympathy visits from epole reading your complaint, how about suing all the schools you went to?

At least one of these "deaf" people was a scammer. I was approached by one and when I responded to him with some simple sign language he had no clue what I was communicating. He didn't read lips either. It's been my experience that most deaf adults can do one or the other (or both). And I don't know a single deaf person who tries to "educate" the community in this manner. Personally, I think it's a scam.

You've got a lot of nerve thinking that the ADA requires a restaurant to let you bother their patrons with your soliciting. And yes, it is soliciting. You are soliciting donations and most intelligent restaurant managers know that it is totally inappropriate to subject their paying customers to such a thing.
By the way, what the hell is "commutation"? It seems to be be the cornerstone of your complaint, yet makes no sense in the context in which you are using it?

That's correct, but, the law stated that education cards for the people with disabilities are not known as "solicitation". That's the different with ADA.

From what I can understand from this (which isn't much), this sounds a lot like people I have encountered many times in my life. A deaf person walks up to you wanting you to read a card. On the card is a request for a donation. If this is the case, then I don't think the store is violating any law. The man could be if there is a no solitation sign on or in the store.

It looks to me like this is a "boilerplate" report, duplicated for many locations by the same person,
trying to make a point.
