The credit reporting agencies (trans union-experion-equifax) give out your credit report to enybody like it is candy.
I have inquiries on my reports from companies that I have never heard of. I have called some of these companies and a lot of them told me that we look at enyones credit report that we want to, and we do not need permission to do so.
I am sure they need written permission to look at someones credit report. Is it not a violation of the FCRA or the FCPA?

There is a difference between a "hard" inquiry and a "soft" inquiry. The "hard" inquiries are the ones that can impact your credit score, as it makes your report look like you are seeking credit and it lowers your FICO. These are usually done when you apply for credit, though some unscrupulous creditors will also do a hard inquiry in order to justify raising your interest rate on credit cards and loans.
A "soft" inquiry can be made by marketing departments of credit card companies or other potential creditors, so they can "pre-qualify" you, or to send you applications for credit, etc. This is considered "permissable purpose". You CAN stop these by going on the credit bureaus websites and getting the information on how to "opt out." These don't affect your FICO, but you do get lots of junk mail and/or telemarketers to dispose of.
