On Friday, June 29, 2007, I went online to InksOutlet.com and ordered two (Order # 37938) ink cartridges for my HP Deskjet 5150 printer; specifically (1)
Remanufactured Black Inkjet Printer Cartridge, HP C6656 at $10.48; and (1)
Remanufactured Tri-Color Inkjet Printer Cartridge, HP C6657 at $13.88; totalling $24.36 plus shipping of $6.95, resulting in a total payment of $31.31 on my Visa credit card, through a "direct online order." At the time of my order, both items were listed as "in stock."

I printed out my receipt immediately, and a short time later received an emailed confirmation of my order.

On Monday, July 2, 2007, I received an emailed notification that my order had
shipped, with USPS delivery confirmation # 9101805213907786966299, and
would arrive within 4-10 business days.

On Thursday, July 5, 2007, I received PART of my order, consisting of (1)
Refurbished Tri-Color Inkjet Printer Cartridge, HP C6657. The "packing slip"
inside the envelope was really just a "Summary" of my order, and listed both ink cartridges. However, near the bottom of the page, was a HAND-WRITTEN note stating, "Short 1 X 6656 will ship ASAP."

On Saturday, July 7th, I emailed the company's Customer Service department at xx@xxxxxxxxxx.xxx, asking them if they were going to notify me of when they would ship my back-ordered black ink cartridge. I was expecting to receive a response at least by Monday (July 9th), but have yet to receive any.

On Tuesday, July 10, 2007, I tried calling their 800 number (1-800-781-8538), and received this message: "The 800 number you dialed is temporarily
unavailable. Please try your call again in a few hours."

This company is in California, and I live in Colorado, three states away. I can only email this company or call their 800-number to contact InksOutlet.com because my local phone service does not allow long distance calls, and my printer is now out of ink.

I tried calling again on July 12, 2007, and received the SAME message as before. Then, I emailed them, asking about both their "unavailable" telephone
number and my back-ordered black ink cartridge. As of today, July 17, 2007, I have yet to receive any reply.

Their "policy" on back-orders, from http://www.inksoutlet.com/orderAndShipping.php:

"We do our best to avoid backorders. Backorders may be cancelled at anytime before the item is shipped. Except for special circumstances, we do not ship partial orders. Items that are in-stock will be shipped within 48 hours. If your orders contain both in-stock and out-of-stock items will be shipped when all items are in stock. Please contact us if you didn't receive tracking number in your e-mail after 3 business days you placed the order with us - that means the items you ordered may be temporary out of stock."

Apparently, this company does not even follow its own polcies! Now they are
incommunicado--refusing to answer their phones and emails, and ignoring all
efforts to correct their mistake.

It doesn't even seem they are "out of stock" of the Remanufactured Black Inkjet Printer Cartridge, HP C6656, since they are still selling it on their Website!

BEWARE of purchasing from InksOutlet.com! These folks are scam artists!

I want three things:

1) That InksOutlet.com CONTACT ME, apologizing for their incompetence or
illegal behavior, whichever is the case;

2) That InksOutlet.com reimburse me the cost of the black ink cartridge which I did not receive ($10.48); and,

3) That InksOutlet.com receive penalties for fraud, and failure to address
customer grievances--by way of fines and revocation of their business license.

I have also reported this company to their local Better Business Bureau office, and to the Federal Trade Commission!

This company is a scam.  Don't buy from them.  They'll take your money and never ship product.  They claim to be in the USA - the truth they are based in China as is Jack Lee after he was charged with rape of interns coming from China and Taiwan.

Samwell Technology Company, Ltd http://samwell.net is based in Beijing China. Therefore when he rips you off, the only way you can get a refund is to prevail in a lawsuit against him in China. Or you can sue one of his affiliates based in the USA. Most of those have already filed bankruptcy.

The office in Gilroy, California was evacuated after it was raided by the Attorney General's Office over an chain of 'happy endings' massage parlors Jack Lee opened with his young interns.

UPDATE: Tri-Color Ink Cartridge InksOutlet.com DID Send FAILED After Only FOUR DAYS!!!

On July 22, 2007--since I still hadn't received the black ink cartridge I ordered from InksOutlet.com-- I purchased a Nukote Remanufactured Black Ink Cartridge from Wal-Mart (they'd been sold out until then), and then inserted that, and the Remanufactured Tri-Color Ink Cartridge I received from InksOutlet.com, into my printer.

Everything seemed fine until Thursday afternoon, July 26th, when I tried to print out a map and directions. My printer would not print, and produced an error message telling me the tri-color ink cartridge FAILED! I had to take out the 4-day-old cartridge and print everything with only a black ink cartridge!

Turns out, the tri-color inkcartridge is EXPIRED! The original manufacturer places a date on the underside of the cartridge in ink that matches the color of the cartridge. While it's difficult to read, it shows when the cartridge should not be reused any longer; as most of today's printer contacts are very sensitive and will no longer communicate with an old cartridge's contacts. Once a cartridge is expired, it's useless. Well, THIS particular cartridge expired on "2006/12/03."

When I ordered the ink from InksOutlet.com, I asked that they ensure the cartridges won't expire for at least 6 months. This one expired at LEAST six months ago! Makes me wonder if English is their second language.

Now, InksOutlet.com owes me $13.88 for the defective tri-color ink cartridge, in addition to the $10.48 for non-delivery of the black ink cartridge, for a total refund of my order ($24.36).

According to their Website, before returning merchandise to InksOutlet.com for a refund, you have to contact them to obtain an "RMA Number." So, first thing Friday (July 27th), I emailed them at their RMA email address (rma@inksoutlet.com), and requested an RMA Number to return the defective Remanufactured Tri-Color Ink Cartridge.

But, how can you get an RMA Number from them if they never answer their calls or emails???

Of course, true to their previous behavior, they have not answered my request. In fact, I've never had ANY "contact" with them, that I know of. I don't even know if they're READING their emails at all. And, it's not like their "800" number works, since each time I call, I get the same "This number is temporarily unavailable," message.

The FTC's Consumer pages warn folks to ensure certain things are present on Online seller Websites before purchasing from them. Well, I'm here to tell you, no matter what the Website looks like, there is NO GUARANTEE you will get what you pay for! So, be careful making Online purchases! Only trust the Sites of stores you ALREADY know (like OFFline stores), or those who supply their products to OFFline stores!

Wish me luck in getting my money back from InksOutlet.com, because I'm not feeling especially confident they'll honor their written guarantees.
