Agora Voice Messaging Unauthorized service subscription and billing Internet

A charge unexpectedly appeared on my Quest phone bill for "Enhanced Telecommunication Services -ETS"., on behalf of something called The Billing Resource, which is apparently the billing service for AgoraSolutions, a voice messaging service. I contacted Agora (1-800-215-1961), and was told that my wife had subscribed to their service over the Internet. What she had actually "subscribed" to was an offering from a source of shopping coupons called EverSave.com. Apparently, in providing information to that site, she had unknowingly agreed to signing up for the Agora messaging service - apparently by not specifically declining it it in some "fine print" detail on the web site. Agora agreed to cancel the service and credit the charge, and a subsequent call to Quest resulted in their calling Agora to confirm the cancellation and credit. Issue appears to be resolved - time will tell, but this subscription deception and surreptitous attachment to a telephone service bill is unethical, and should be illegal.
