I am having a big problem with a company known as America's Service Station located in Canton, GA. The story is as follows...
On May 4 2008 I spun my car onto the grassy shoulder in SC on I 20 West. A police report was taken and I proceeded cautiously to my destination Canton, GA.
I took my 05 Toyota Camry to the service station on May 5 2008, for a FREE oil change, tire rotation, and 15 point Maintenance Inspection with a coupon I had. While there I explained what happened the previous day and asked them to do an estimate on my car, but do not start any repairs. I also asked for an alignment and a balance. They did they estimate and quoted that my Left/Rear Suspension was badly damaged and needed to be replaced. The price they quoted was $3997. That was over my deductible and I told them that my insurance company will handle it. They gave me a papers to sign, but did not explain it. I signed what I thought was the agreement of the service that they had done on my vehicle (oil change, rotation etc.). I told them before leaving that day DO NOT do any work on the car because my insurance company is sending an appraiser. They proceeded to take the paper I signed and use that to order the parts and start work on my suspension without an appraiser looking at the car.
On May 8 the appraiser arrived at the station to find my suspension completely torn apart and told them that a check will not be issued until the work was done and the appraiser was out to see the completed suspension.
On May 13 the appraiser returned to the service station and from I was told the General Manager "bickered for an hour" with the appraiser over the price. They are NOT negotiating with the insurance company in any way. They bought the parts wholesale from Toyota, but instead of selling it at the list price they are charging 3 times more. When confronted about it by the appraiser the GM simply said "We are in this to make money." Also it is my knowledge that the insurance company is not paying the $3997, but they are going to issue a check for what the list price of the parts and labor are which amounts to a total of $1815. The service station is saying that I have to pay the rest to get my car. I do not think that is fair and they are unwilling to work with the insurance company.
I really would like some advice or some sort of investigation started, because they are holding my car entrapment. I only have the exact amount for my deductible which is $1000. That service station has also lied to my appraiser and myself. I am in desperate need of help.

I am an Ex-Employee of said company, I understand your frustration with them. As a whole they generally do not like doing business with any insurance company, outside of their own. Most insurance company's have a set dollar amount that they are willing to pay hourly for labor. Which is usually at least half what A.S.S. charges.
That means when its time to pay the bill, obviously they would rather have you pay out of pocket. There are several other GOOD shops in that part of town. Most of which the labor rate for you is a little more reasonable. All of which will not do any work to your vehicle without your prior consent. That means a signed work order from you and your insurance company.
Right now A.S.S. is charging between $100 and $110 an hour, depending on the customer (yes it changes from one customer to the next) most shops are at least $10 to $30 cheaper an hour. Not 5 miles down the road from that particular shop is a much more reputable one. They do everything that A.S.S. does plus the stock all brands of tires.
Remember, most shops will tell you up front or have it posted somewhere exactly what their labor rate is. Labor rate is negotiable apparently. Like I said, it does change from customer to customer.
The reason that A.S.S. does what they do is so that they can go ahead and put a mechanics lean on your vehicle for non payment and in a pre-determined amount of time get the title for your vehicle and either one sell it to make even more money off you, or use it as a customer shuttle.
