I had trouble starting my car on Sunday morning (09-05-2004). I called 1-888-335-6838 on Sunday morning and no one answered (about 20 rings). I took my car the PePboys to have it looked at. The PePboys told me the starter on my car was out. I called 1-888-335-6838 that afternoon and again no one answered the phone (about 20 rings)
It was Labor Day weekend so it was assumed (by the auto shop and me) that they were just closed and I would try again on the next business day (Tuesday 09-07-2004).
I paid for the repairs and reported it first thing Tuesday (Monday was a holiday). I was told by CARS that because they did not get a message from the answering service that they would not pay. They did not provide me with any other way to contact them.

I would recommend you do the following:
Gather up all the paperwork Pep Boys gave you make sure the dates (showing holiday), mileage, reason for breakdown are clearly visible.
Submit the paperwork to CARS via certified mail...wait for a response. Should CARS decline your claim make a direct claim to the insurance company which should be listed on your service contract.
