Heritage TPA, Inc Administrative Services Still waiting for refund for guaranteed service contract of $2195!!! Bremerton, Washington

We purchased an automobile extended warranty from Heritage TPA, Inc. through our dealership Liberty Bay Auto in Poulsbo Washington for a used Jeep Cherokee in March 2003 which guaranteed a full refund of the premium of $2195 if we did not use the warranty during the contract period of 6 years. In March 2009 we filed a claim for a refund through their representative Administrative Services P O Box 2082 Dublin Ohio 45017 - Phone 800-753-5236.  We have still not received a refund!  When contacted Administrative Services say they have submitted the claim and are awaiting authorization from Heritage TPA, Inc for payment.   Administrative Services told me they have no way to contact Heritage TPA, Inc to see why the refund has not been authorized.  Administrative Services say that Heritage TPA, Inc. is a separate company from them and they just process their claims.      Obviously this is a huge scam and with no one to contact there is no way to get a refund.
