18 USC 641 Public money, property or records
Whoever embezzles, steals, purloins, or knowingly converts to his use or the use of another, or without authority, sells, conveys or disposes of any record, voucher, money, or thing of value of the United States or of any department or agency thereof, or any property made or being made under contract for the United States or any department or agency thereof;

I do agree with you that mugshots.com is basically extorting money off of people. There are many upstart companies now that are placing personal and very private information pertaining to individuals online. In Memphis, TN (as well as many other places) there are companies that do nothing but troll through court records and criminal records to list this information online. The have sophisticated pricing schemes set up and charge people to remove information. Some of them don't remove information, they know people will be attracted to the salicious details of other people's lives and they only want the advertisement dollars.

I think it is despicable.

Their excuse is.. "Well, it is public information" but when they put it online for the world to see they are simply doing it to humiliate people. What other reason could there be?

In 2006, I had a Federal Tax Lien filed against me in Shelby County Courthouse in Memphis, TN. To my horror, I googled my name and I saw the tax lien out there on the internet. Fast forward several years later I now live in Texas and unfortunately I had another tax lien filed against me. This time it was not on the internet. Texas don't play that..lol

Some places, Cities, Counties and companies are slimy to the enth degree.

Mugshots is one of them. If enough people got together and sued them for extortion they would stop charging people to remove mugshots.
