North Texas Tollway Authority NTTA Billing me for tolls from 3 years ago after I had just pain ff a installment agreement for (alleged unpaid tolls) Dallas Texas

I moved to Joshua Texas in 2015. After living here for a year and paying the NTTA invoice I received every month I received 3 additional letters/invoices in the mail, the regular one I had been paying since I moved here and 2 additional ones that were in Red stripped envelopes notifying me that I owed over $2000 in unpaid tolls and was now (A Habitual Violator) for using the Tollway and not paying the toll charges.

I called to find out what was going on and was advised thsat the invoice I had been paying every month was for only one of the 4 vechiled I owned at the time. I asked why I had only been getting one invoice every moth and was told that the NTTA didnt know how to locate me regsrding the other 3 vechiles/trailers.

I told them they certainly did know how to locate me as I had receiving a bill from them and paying that bill every month. They said I hadn't registered my vehicles to my new address and I told them I hadn't registrered the vehicle they were invoicing me for and I was receiving in the mail either but they found me and billed me for that one, why not the other 3.

After months of back and forth they blocked my registrations on all of my vehicles forcing me to enter into an installment agreement with them that totalled nearly $3000. I paid off the installment agreement in december of 2018. Today I got my mail and there was another red stripped envelope with a notice from NTTA saying 3rd notice of non payment with a license plate from a my truck that wasnt even on the truck anymore.

I called 3 times and each time got routed to a department who stated they couldnt assist me. I said how am I supposed to resolve this if I casnt find out who to talk to. They just kept telling me to call back and follow the prompts to get to the right deprtment. I have no idea who the right department is, the tolls on this invoice are from 2016 and I am just now getting my first notice of this which the tolls on the invoice where included in the installment agreement that I just paid off. 

NTTA and Allainace One their collections agency are scasm artists and have screwed me out of several thousands of dollars and are continuing to try and get more. Is there no one who regulates them. How can they possibly not be accountable to anyone, I NEED HELP
