Publisher's Clearing House ripoff Chicago Internet

We ordered a magazine through the Publisher's Clearing House network and never got the magazine. And after a while we contacted the frauds by mail to an address in Washington D.C. We didn't have internet service at the time. Now we do. First thing we did was to contact PCH again and we got an answer right away. But the answer was to tell us that our refund was going to be cut 50%. In other words, if we paid $20 for the subscription, the refund is only $10. So what's up with that? No explanation from PCH. Just take it or leave it and this doesn't square with their return policy on their website. They are totally a bunch of thieves. Who do they think they are?
