In late October 2009 Target issued a recall of dangerous children's Halloween mini-flashlight 3-pak, due to reports of overheating and melting. I purchased these items on approximately 10/15/09 with cash, for a total of $1.00 plus tax (obviously this is not about the money.) I attempted to get a refund on this item today, 10/30/09, and it scanned for the purchase price. But Target refused to issue a refund without treating it as a "returned without a receipt" item, which requires scanning driver's license information, and issuing a store credit. I refused for privacy reasons (in MA, many driver's license numbers are the same as SSN) and protested to the manager that I was not RETURNING anything, but rather presenting an unsafe, recalled item for refund. Target corporate called, same response. Absolutely no refund. I advised that by making this recall difficult and intrusive, they were discouraging people from returning the product and, by doing so, placing more children in harm's way. Target supervisor adivsed that is "store policy."

This is not at all what I was expecting. Target obviously has a responsibility to stand behind any item they sell to consumers and go out of their way to take it back once it has been determined to be UNSAFE. That is particularly true of an item intended for use by children. Target has ALREADY failed miserably by not fully testing this item BEFORE sale. Now they apparently have no problem making return of this recalled item difficult and intrusive. And all over $1.00. Definitely NOT a company i choose to do business with in the future.  P.S. NEVER had a problem returning any recalled item at WxxxxT. (((REDACTED)))

Not Target's job..

It's not Target's job to test products. It's the company that makes the product.

By the way, I don't know too many stores that take items back, recalled or not, without a receipt. They just want to verify that the item was actually purchased there at Target since they are incurring expense by conducting the recall for the customers. Think about it... You could've gotten that item at any other store in the world. Granted, it's only $1, but still I can see where they're coming from.
