WALMART FAMILY MOBIL scam / ripoff milwaukee wisconsin

I own a "WALMART FAMILY PLAN "  PREPAID cell phone , which is $45.00 for 30 days.  my service was last on for the month of june. and terminated for the month of july because i did not pay the prepay fee.  I went to walmart  service counter on  07/24/2015 to prepay $ 45.00 again which is also what i was told i owed , along with being told to wait at least 2 hours for the sevice to be on . but i waiyed the entire day while constantly checking for service. and finally i went back to walmart service counter and was told to go to the electronics counter where i recieved help . the caher there called a WALMART FAMILY MOBIL CONTACT NUMBER. i then talk with a represntative whom i explained the situation to. He then told me that i owed an extra $ 36.00, becauase my bill was $81.00 for service ued in july . I responded: MY CELL PHONE WAS LAST ON IN JUNE I HAD NO SERVICE FOR JULY SO HOW CAN I BE BILLED FOR A MONTH I DID NOT USE ?  I then requested a refund because the the total amount i paid for the( phone plus activation fee) was $ 80.00 when i first bought the phone ,why should i pay this entire price again just to have it activated again ,  he then put his superviser on the phone to tell me that    I  must send an email to : CUSTOMERRELATIONS@MYFAMILYMOBIL.COM.  but when i logged onto this site i could not find an email to send a complaint or ask for a refund.
