ALLEN KEMP IS A 66 YEAR OLD VIETNAM OR NAVY VETERAN. (IT DEPENDS ON THE DAY). HE CHARGES THE HIGHEST AMOUNT OF CASH TO ILLEGAL PEDDLERS AND MOBILE FOOD CART TRUCKS ON COLUMBUS CIRCLE FOR PROTECTION FROM THE DEPARTMENT OF CONSUMER AFFAIRS AND THE NYC HEALTH DEPARTMENT. HE IS ALLOWED TO, "BABYSIT" ONLY ONE CART AT A TIME. YET, KEMP, COLLECTS OFF MULTIPLE CARTS. HE BRAGS ABOUT HOW HE CALLS NYC PARKS ENFORCEMENT ON THE OTHER FOOD CARTS ON COLUMBUS CIRCLE. THEY WILL GET $250 FINES AND KEMP WILL OFFER HIS PROTECTION SERVICES.
KEMP, ILLEGALLY TRANSFERED A FOOD PERMIT. HE GOT $15,000 CASH FOR THAT. HE BRAGGED ABOUTHOW HE, "GOT OVER ON THE NYC HEALTH DEPARTMENT INSPECTOR. HE DIDN'T HAVE THE PREVIOUS PAPERWORK BECASUE IT ISN'T HIS CART. HE THEN COPIED THE CURRENT INSPECTION STICKER THREE TIMES AND POSTED THEM ON 2 CARTS NEAR THE MET ON 5TH AVE AND 80 STREET AND 1 ON COLUMBUS CIRCLE. THE OWNER OF THESE CARTS NOW MUST PAY WHATEVER DAILY FEE, KEMP DEMANDS BECAUSE THE CARTS ARE REGISTERED TO HIM.
