Colin Bishop, Managing Director of Reef View Enterprises (RVE), a licensed local agent under Grenada’s Citizenship by Investment (CBI) program, is at the center of a growing scandal involving allegations of fraud, deception, and the misappropriation of investor funds.

Multiple applicants to Grenada’s prestigious CBI program have come forward with claims that Mr. Bishop solicited substantial payments under the pretense of securing citizenship, while making unauthorized promises on behalf of the Government of Grenada. According to affected individuals, Bishop accepted installment payments intended for the Grenadian government but failed to remit these funds through the appropriate official channels.

Investigations reveal that Mr. Bishop, acting through RVE, exploited his licensed agent status to build trust with international investors seeking Grenadian citizenship through real estate investment and donation routes. Victims allege that he provided false assurances regarding application timelines, guaranteed approvals, and even implied government-endorsed fast-tracking — promises that have since proven to be baseless.

One investor, speaking under the condition of anonymity, shared: “Colin Bishop presented himself as an official representative, gave us documents that appeared legitimate, and took several payments over the course of a year. In the end, no application was submitted, and our funds were never accounted for. Calls remain unanswered.”

In addition to installment payments, it has also emerged that Bishop solicited and accepted substantial lobbying fees from individuals whose applications have been formally declined by the Citizenship by Investment program’s review board. Victims allege that Bishop promised to leverage his contacts within the CIU and government circles close and directly with the Prime Minister Hon. Dickon Mitchell to reverse board decisions and secure approvals – claims which legal experts have dismissed as both unethical and procedurally impossible under the program’s regulations.

The controversy deepened further on 28th May 2025, when Mr. Bishop reportedly began sending unsolicited emails to Grenadian nationals who obtained their citizenship through the CBI program on behalf of a company called Crown Capital Grenada Inc. He claimed the company to be a “trusted local firm specializing in supporting CBI clients with a range of post-citizenship services.” These services were said to include investment advisory, business setup assistance, and document compliance support.

However, upon investigation, Crown Capital Grenada Inc. was found to hold no citizenship marketing, investment advisory or local agency licenses in Grenada. No public records, active business operations, or official website for the company could be located. These unsolicited emails quickly drew complaints from several CBI nationals — who, wishing to remain anonymous, expressed concerns to approved marketing agents and regulatory officials about privacy violations and the unauthorized use of their personal information.

This troubling pattern continued 29th May 2025, when direct communications were sent to clients from Crown Capital Grenada Inc. and its Managing Director, Mr. Kendall Alexander. Notably, Mr. Alexander also serves as Advisor of Economic Development and Planning to the Dickon Mitchell administration at the Ministry of Economic Planning, Tourism, ICT, and Creative Economy. The communication raised further alarm as it impersonated the Grenada Inland Revenue Department in an apparent attempt to solicit funds from clients under false pretenses.

This unauthorized outreach not only breached international data protection standards but also violated provisions of the Grenadian Constitution — specifically the fundamental rights of individuals to privacy and protection from arbitrary interference with their personal affairs. Legal experts have pointed out that the Constitution of Grenada, Chapter I, Section 2 and Section 8, guarantees the protection of personal privacy and the inviolability of private correspondence, thereby making such unsolicited use of confidential citizenship data, without prior consent, a constitutional violation.

This constitutional breach, coupled with the impersonation of government agencies and the solicitation of funds under false pretenses, has further escalated concerns among affected Grenadian CBI citizens, legal professionals, and international oversight groups monitoring the integrity of Caribbean investment migration programs.

Legal experts additionally pointed out that such actions violate multiple international privacy and data protection frameworks, including the General Data Protection Regulation (GDPR) (Articles 6, 13, and 44), the OECD Guidelines on the Protection of Privacy and Transborder Flows of Personal Data, and the United Nations Guidelines for Consumer Protection. Under Grenadian law, falsely claiming to represent a government agency to solicit payments constitutes fraud and misrepresentation.

These breaches of privacy and data protection laws are being taken very seriously by affected clients, many of whom are now in contact with legal authorities and considering joining a class action lawsuit against Reef View Enterprises (RVE)Colin BishopCrown Capital Grenada Inc., and Kendall Alexander in his individual capacity.

Notably, despite the mounting allegations, Reef View Enterprises Ltd., represented by Colin Bishop, remains listed as an official local agent on the Government of Grenada’s Citizenship by Investment website, accessible at https://imagrenada.gd/agents/. This has raised additional concerns within the investment migration industry about regulatory oversight and the timely removal of agents under investigation.

Sources close to the Grenada Citizenship by Investment Unit (CIU) and the Investment Migration Agency (IMA) Grenada have confirmed that numerous complaints have been filed regarding Mr. Bishop’s financial conduct, unauthorized client communications, and illicit lobbying fee arrangements. Alarmingly, despite these formal grievances, no disciplinary action has been taken by the IMA or its CEO, Thomas Anthony. This inaction has led many within the CBI community to question whether Mr. Anthony may himself be complicit in a wider conspiracy involving Mr. Bishop and RVE. The absence of regulatory enforcement, despite clear evidence of misconduct, has only deepened investor unease.

The Grenadian government has historically taken pride in maintaining the integrity of its Citizenship by Investment program — a vital pillar of the country’s economic development strategy. However, incidents such as this threaten to undermine investor confidence and damage the nation’s international standing in the global investment migration market.

As investigations continue, affected individuals are encouraged to report their experiences directly to the CIU and seek independent legal counsel. There is mounting pressure on Grenadian authorities to implement stronger oversight mechanisms and hold bad actors accountable within the CBI framework.

Reef View Enterprises and Mr. Bishop have not yet issued a public response to the allegations.

This rapidly unfolding situation highlights the urgent need for transparency, ethical governance, and robust data protection standards within the CBI sector — not only in Grenada, but across all jurisdictions offering similar programs.
