I lived in Orange County for seven years, so I’m familiar with these roads, but I haven’t driven around Orange County in about eight years and I didn’t realize that I was driving in a toll road until it was too late. I never needed to use the toll roads it was never during traffic And it didn’t help me at all, but I saw a sign saying don’t worry I will send you a bill and I was like whatever I’ll pay it when I get home I paid the seven dollars in fees and for some reason I get another paperwork saying I didn’t and now I owe them $307 in fees and they don’t even give you a way to call them. They just want you to go online and pay it or else they’re gonna attach these fees to your registration And by the way, this is a toll evasion notice because you are a bad person a toll evader . I think the government needs to audit them and force them to hand over the freeways for free and we need to get rid of the tolls

The website has clear instructions in their FAQ section about what to do if you erroneously receive a fine.  There is a section on the website where you can upload proof of payment. Also, you only have 5 days to pay the toll.  But they will waive the fine for first-time offenders.

If you get a Fastrak account you won't need to worry about this stuff at all.  Just add the license plate of your car to the account and you are done.  You don't need the transponder.
