Trusit Visa Card Temporary credit refunded to scammer Charlotte North Carolina

Truist Visa card - Filed a fraudulent transaction claim due to eBay shipper not shipping merchandise.  The seller gave eBay a fraudulent shipping number, package never arrived at shipping address. Fraudulent seller account is still up and running, and eBay removed my negative feedback comment through "automated process".  (Certainly would not want to harm a fraudulent seller’s feedback rating….)

Purchase was made on Truist Visa card.   I filed a fraud claim with Truist and they issued $47.00 credit to my account.  I transferred the credit balance from my card to my checking account.  My Visa card account balance was zero.  I looked at my card balance today and found my balance is $104.00.  I called the Truist Fraud department to find out was going on with my account.  Agent informed me they had reversed the “temporary credit” because the “merchant did not agree to the chargeback”!!  Also told me when I transferred the credit balance on my card the transaction was treated as a “cash advance” on my credit card and they charged me $10.00 for a cash advance. Truist refused to refund the cash advance fee” because they can only issue credit on the day of the transaction”.

I asked the agent how I was supposed to know about all the rules.  Asked her where I would find the information telling me about the fee even though the credit balance on the card was my money I transferred and not a cash advance.  She said it was not on their website but “they know internally” it’s a cash advance.  I asked her If she actually expected a fraudulent merchant to agree to a chargeback.  She said that was the Fraud Department policy and decision and she could not help me.  She told me to go to the local branch.  I will be in the local “branch” on Monday, and they will not like the conversation.
