Affordable Pressure Washing Jay Davis Completed part of the project, then ran off! Greenville South Carolina

I found Affordable Pressure Washing on Thumbtack, a website I have used before with much success. Jay Davis, owner of said company, responded. The project was to build a deck platform and then stain the old deck and the new deck. After building the platform, Mr. Davis never returned to complete the project. I paid for the project in full. Mr. Davis claimed his grandmother had died and was spending the week with his mother. For the next 3 weeks following this, he claimed bad cell service. Then his wife said he was on another job. Then his wife said he was in the hospital. On Aug. 26 I set an invoice through Thumbtack for a refund of $100. After not receiving my money, Mr. Davis stated he had mailed it. Then he said he resent it via Express Mail. No tracking number, of course. Check has still not arrived. This guy swindled me out of $1000 and I want it back.
