Alpha gas and electric Ripping off senior citizens with preditory scam pamona New York

 My Father is 80 years old and lives in an adult community.  He has been with JCP&L since he moved into his 725sq ft home Two years ago.  I have since replaced all of his appliances and air and heating units.  I also had solar panels installed to keep his electrical costs down since he is on a very fixed income.  His electric bill, since the solar panel installations has not exceeded $100.00 per month.  Five weeks ago, he received a letter in the mail stating that Alpha Gas and Electric would be his new company.  I attempted to call them and left multiple messages with no return calls.  They apparently close the company for lunch and only have one person with voice mail, who by the way is no longer with the company.  My Father received an electric bill from JCP&L prior to them changing him over and had a credit of $310.90 due to the solar panels.  This week he received a bill from Alpha Electric and Gas and not only is his credit gone but the bill is for $690.35.  I attempted to contact the company for a week straight leaving message after message with no return call.  Finally on Monday I called and a person answered.  I requested the service be switched back to JCP&L and wanted to dispute the bill. Ther person on the phone who's name was Diana stated it was a true reading of 3,000 kilowats and would not be adjusted.  I requested a supervisor and was told they were busy and would call me back.  I requested the name of the supervisor who was Alexis Wesley.  Needless to say Two days later, no return phone call.  I call and left messages all morning and I finally called the sales line where of course they answer.  I asked for Ms Wesley who came to the phone.  She informed me that my Father spoke with "Charlotte" and agreed to change his service.  I asked what they said to him and she would not tell me.  I asked what rate they were charging per kilowat and it was .15 cents and JCP&L was charging .10 cents.  I asked how that was considered a savings.  She couldn't answer me.  I asked for a corporate number and she said there isn't one.  I asked for the CEO's name.  She replied "David"  Three times I asked David who?  She replied "It starts with a W"  Clearly not a reputable company when the employees, especially a supervisor, have no idea who the CEO is.  I requested again that he be switched back to JCP&L, it had not been done on the last phone call as requested but I'm not surprised.  She promised me a call back today with a resolution for the bill.  I am not asking for miracles but the very least they can do is refund the increase in rates since they are clearly targeting Senior Citizens and ripping them off.
