Aqua Utilities "owns" the rights to water services for my neighborhood.  We don't have the option to use city or county water.  Our average bill is over $130 a month.  More than $90 of it is "standard usage" fees that are charged BEFORE usage is counted.  So, IF you were out of town and used NO water, the minimum bill would be $90 plus taxes and government fees.  Oh, and that $130 bill is only for "inside water".  You get a second, separate bill if you want water for your landscaping.  Neighbors tell me it runs them about an extra $30/month for that to water twice a week.
EVERY time you call customer service, you get someone that HATES their job.  They have no desire to help you.  They often sigh, groan, and make you feel like you are completely annoying them.
Today, I tried to call and literally had to psych myself up for the call and decided to kill them with kindness so they would have to be nice.  No such luck.
They have been fined by the state of Florida for the amount of reports against them for horrible customer service.  They are being sued in multiple states to have them suspended from doing business. In Florida, they inacted a board to review their business ethics (in the mean time allowed them another rate increase in December 2012!!). 
If you're looking to buy or rent a house, make sure you know if Aqua is servicing the area first!
