On October 23, 2013, my fiance and I contracted B&W Paving Contractors in Naples to install our new driveway. After 2 weeks of looking at their past projects and looking up lic. information online, we felt comfortable with them. The owner stated he needed $4,000.00 to start grading our driveway on the 24th of October. We signed the contract and agreed on the 23rd of October. No work was performed on the 24th. I called Charlie Willey at (239)253-3460. I told him that I waited all day for them to show up, but never did. He told me to give him a chance because he needed our $4,000.00 to finish another project then he would get to ours by the 1st of November. The 1st of November came and still no sign of Charlie. I immediately called and he offered more excuses, but would not return our deposit. He then insisted to give him a chance. 2 more weeks went by and after giving us a plethora of excuses- we demanded our money back. He refused to give us our deposit back. Finally, on the 24th of November he sent out a "grader" who stated he was not getting paid enough from Charlie (B&W Paving Contractors) to do the work for this job and left without doing anything more than giving excuses. From that day forward, Charlie would forward all my calls to voicemail. He finally called me and stated he needed water. To his surprise, I told him that I have a running well and there is plenty of water. He then made another excuse that he only had 100" of hose, to which I countered with, "I have over 800' of water hose. At that point he could not think of anymore excuses as to why he can not perform the job. he then hung up the phone. I contacted the Collier County licensing enforcment on 12/10/2013. The licensing inspector contacted Charlie, who then offered him the same excuses. Charlie Wille (owner) of B&W Paving Contractors is a theif,scam artist and crooked licensed contractor in Collier County who stole our hard earned money. We have save to build our own home for 10+ years. Because of his thieving ways, we will not be able to finish our new home by Christmas of 2013. It is a shame people like this are allowed to have business licenses in Collier County, Florida. How many people has he scammed out of money?

            Update:  The following statements represent the facts occurred on or about October 24, 2013:

A contract had been signed to install base rock and pave driveway and install culvert. I had contacted Mark two days later and told him we were booked up for two weeks but would start delivering base rock to his house in preparation of the job. The following week, as we had discussed, we had begun to deliver base rock to his house which is approximately 45  miles from the site. We delivered six loads of base rock which resulted in costs of $3,300 which was paid from the original deposit of $4,000 given to us by the owner (Mark).

s debris, supplies, trailers etc. which had been left there from the previous contractor because it was in our way. He assured me that it would be removed. I told him that Bill Marshall, my grade person, would be out in the afternoon of November 7th. Bill Marshall did indeed go out to the job on that date and once again instructed the property owner that the previous contractor's  equipment and debris had to be removed so that we could begin our work. Bill Marshall  told the property owner that he was not being paid to remove the previous contractor's equipment and debris - Bill Marshall NEVER indicated that he was not being paid enough by MY company to complete the work. That statement is inaccurate to say the least. The property owner was sarcastic to Bill Marshall therefore Mr. Marshall left the job. Mr. Marshall immediately called me and advised that our customer - the property owner- was rude, sarcastic and he would no longer do the job. I called Mark, the property owner, and advised him that I would be there within one week which was around the 11th of November. I then told him that we needed water as well as ONCE AGAIN the previous contractor's equipment and debris removed. Mark called me to explain that his neighbor (300 yards down the road) had water and we could possibly fill up 50 gallon barrels. I told him that is not possible and we needed water on the site. Immediately after that discussion, Mark called the county as well as the contractor's licensing department and  complained about my scheduling and not wanting to proceed with the job. Mark tried to claim that Mr. Marshall was not licensed or insured which was proven incorrect as the county verified both. The county authorities also advised Mark that he needed water on site to have this job completed. Mark then called me to advise that he would have his well finished by November 15th - however, by this time, I had to explain to him that we had  other customers already scheduled to which Mark said fine. I called Mark on November 22nd to see if the well was finished and to see if he had hoses. He only had 100 fool hose  and he was waiting on Bulk Water Hauler from Ft Myers - - which he planned on using to provide water. Mark gave me the phone number for Bulk Water Hauler which I called on his behalf to see how much they were charging to provide water. The company said that it would cost $1000 for 4000 gallons of water delivered to the job site (Mark's home) at  which Mark expected me to pay for. Mark then called me again to advise that he now had  600 feet of hose available for water purposes - at that time I told Mark that I was doing a  job in Arcadia for the next 8 days and would try to reschedule him for after the new year or between the holidays to grade the job site. He again called the county around the 15th of  the December to complain. This gentleman has had six loads of base rock delivered at a cost of $3300 and he believes that he is entitled to a full refund of $4,000 in addition to him keeping the base rock which was delivered. I have offered to refund him the difference which is $700. After explaining this to him, he said he would wait until after the new year for us to complete the job. I then called him and advised we would be out to his home and he began complaining now that he wanted a 24 hour notice.

I called the county to explain this situation and they instructed me to "do the best I can." Later on that evening, Mark called to say that he would be at his home all week and asked when we would be arriving. I said on Saturday due to his 24 hour notice and that the rest of my week had now already been planned with other jobs. Mark had lied to the county Officials, Bill Marshall and myself about the water - - which said conversation was held via speaker phone Friday, January 10, 2014 at 5:00 p.m. - - he had water readily available the entire time.

 Today, Charlie Willey called me and threatened me with bodily violence due to posting him on Rippoffreport.com. After he promised the Collier County Licensing division and myself, he would satisify the contracted work between December 25, 2013 -January 1, 2014, I am STILL waiting for him to do work. As of today on January 9, 2014, he has finally contacted me with threats of "shoving the driveway up my a**" among other profane /idle threats. He is threatening with a lawyer and now tells the truth of not actually wanting to do any work. Beware of this con artist. He is full of excuses of why the work is not being done. It is truly sad that an individual who is licensed would steal money from an honest hard working homewoner. because of him we can not move into our new home and will not be able to afford to hire anyone else to do our driveway for a c/o on our new home. I regret giving him any deposit. His own website says to "Hire only licensed contractors" bwpavingflorida.com    Although, we are Christian we are maintaining high sprits that eventually things will work out. Posted is the demeaning way he talks to me when he does call.
