We rented from Bob Province an apartment that we found on Craig's List at 158 Hallman Lane, Oakdale, Ca, Unit #104 in May 2015. He is the owner of the 8 Plex recently. We looked at the unit which was in good conditon, tiled and freshly painted. The complex itself was fairly chaotic and messy, but, overall OK. The unit did not have any screens on the windows which was explained to us that the last tenant had stolen from them and they would be replaced. Bob explained that he would pay for water, sewer, garbage, common areas, normal unit repairs and laundry service (machines). We signed the rental agreement and gave him $675.00 for first months rent and $500.00 for the deposit. Immediately after we moved in we noticed that the air conditioner was throwing barely cool air and at low volume (beginning of the summer in a small 2 bedroom, 1 bath apartment, not good) and that the air coming out of the vents were foul. We called Bob with our problems and he said he would look into it when he was down (he lives almost two hours away). Over the next several weeks the screens were not replaced nor problems with our air conditioner and vents addressed after several requests. More problems started to surface including no working laundry service (one dyer worked part time), repeated water shutoffs to entire complex, no onsite parking availability, overflowing garbage and constant drug traffic to upstairs tenants. All of these concerns were addressed to Mr. Provinse with no resolution. In speaking to some of the existing tenants we learned these problems may be due to a lack of funds by Mr. Provinse and they heard the same complaints from the tenants at the one other complex he owns at 1036 W Olive in Turlock. In spite of the problems we paid our full rent ($675.00), each month and on time. The last month that we were there, July 2015, we were repeatedly harassed by some of the upstairs tenants callings us informers and complainers. At the end of July 2015 Mr Provinse told us it would be best for us to move out immediately to avoid any conflict with neighbors and that if we did he would give us our full deposit back. After two months we have still not received our deposit nor a return call to our repeated messages. Stops by the complex have earned us threats from existing tenants not to be on the property.

Hallman Lane Rent Increase

We also rent an apartment on Hallman Lane. When we moved in our rent was $625 for a 2 bedroom, 2 bath complex was nice, clean and the owners nice and responsive. When the property was sold at the beginning of 2015 we knew the rent would go up and it did, to $675, tight but we made it. Now, one year later the rent has just increased again to $725, $100 in a single year with 7 tenants moving in/out increased problems with noise, maintenance, parking, ect. If you pay extra we expect the same in return. Guess we have to move also.

Maybe someone can help me - I live at the 158 Hallman property. My rental agreement is in the name of Robert Provinse, landlord, but he informed me that he is not able to sign it so it was returned to me with an illegible signature with the title 'Pensco Trustor'. I have been verbally instructed to make the rent check out each month to a 'Greg Provinse' (which I have learned is his son) and send to an apartment in Walnut Creek, but, any questions about the rent or repairs to be directed to Bob Provinse. Is this legal? Do I have a valid rental agreement?

I guess I dodged a bullet on this one, I'm sorry for the rest of you. I picked up an application from Bob Provinse about 2 months ago for Hallman Lane, at the time 2 of the units were under repair. While I was filling out the app I decided to do a quick search and found these postings, concerned I also searched the Megan's Law website (I have 2 little girls) and found 2 offenders within 500 yards of the property. I called Bob and expressed my concerns and his answer was that he had no knowledge of the issues and if I did not want the unit, don't apply, good advice. Well, he has knowledge now. Be warned.

I have also rented from Bob Provinse and am glad to have found someone with enough guts to share their story... here is mine. I originally rented a 1 bedroom, 1 bath duplex at the above address with my 2 young children from the original landlords, Louie and Juanita Curtis in June 2012 for $500.00 per month. The unit was clean and well maintained and the Curtises friendly and responsive to any repairs. In November 2012 I was informed by Mr. Provinse that he was the new owner and that as of February 2013 my rent would be increased to $675.00... I spoke to Mr. Provinse about my rent increasing almost 35% in 6 months, almost insurmountable for a single mother, and he agreed that instead of a 30 day eviction notice he would accept $575.00 per month "for the time being". Over the next three months 3 tenants were replaced and the quality of the complex diminished. Since the current landlord lived over 2 hours away, repairs were conducted on a "as time allows" basis, reckless driving, illegal parking, late parties and questionable tenant visitors have become the norm. Concerned about my children's welfare I reported this to Mr. Provinse with an answering promise to "do what he could" and informed that my rent would increase to $625.00 as of May 2013 or he would have to serve me with a 30 day eviction notice. None of the items that I mentioned previously nor repairs were corrected in the following months and the complex declined. My rent increased again in November 2013 $650.00, February 2014 $675.00 all under threat of eviction. In November 2014, facing another increase to $725.00 I asked Mr. Provinse to freeze my at $675.00 for 4 months for time to find a new rental and save for the deposit, he agreed. In January 2015 Mr. Provinse informed me that he had rented my unit for February 2015 and that if I would move out by then he would refund my entire deposit. I did clean my unit and move and have yet to see a payment for my deposit, statement of any damages or even a return phone call.
