Every time Human Resources posts promotional opportunities for libraians and clerical staff, the department claims that the it is an equal opportiunity and encourages those who are qualified to apply.
They post these openings because union DC37 tells them too even though they are lying and already have people in mind for the job.
It does not matter to Human Resources if the employee has worked in the system for a very long time, they get pushed over for someone who is less qualified yet more popular.
The game has gone on long enough. Brooklyn Public Library Human Resources should be forced by the EEOC to be fair in their selection and choose those who have been in the system the longest.

Maybe they want librarians that can spell librarians.
